Manager - IT Governance Required in Dubai

The Manager - IT Governance is responsible for establishing strong governance and control in the Group Enterprise IT across the E2E areas of IT cycle from discovery, demand management, design (tech solution), development, testing to deployment by providing a formal framework and structure that allows Enterprise IT group to deliver value in a fast paced, yet efficient and governed manner. The role will support the office of Group Chief Information Officer. The individual will be responsible for IT procedure governance and implementation.

Responsibilities

Establish and maintain formal frameworks and processes for IT governance (including risks management).
Defines the components and design factors to build and sustain a best-fit governance system.
Lead the establishment of strategic and operational procedures for ensuring IT services are aligned with organizational policies and risk appetite.
Perform a holistic process capability assessment of IT department at group level as per ISO/IEC 33000 SPICE to set the baseline for the IT governance transformation and to evaluate the performance and effectiveness of the IT governance processes.
Develop and mature the IT Governance program in line with heightened standards and mandates through a clear roadmap.
Function as the single point of IT management contact for key elements such as enterprise IT policy governance, enterprise IT strategy, and IT risk acceptance.
Establish clear guidelines and measures to effectively utilize IT resources and processes within an organization through effective industry standard best practices.
Assist the IT team in performing application and technology rationalization in an effective way. Participate in gap analysis and performance improvements of IT systems.
Develop standard operating procedures for IT systems to ensure compliance with corporate governance and support business continuity.
Provide detailed insight into the performance of the IT department.
Improving the overall management of IT and deriving improved value from investment in information and technology.
Manage IT risks effectively and ensure that the activities associated with information and technology are aligned with their overall business objectives.
Ensure visibility, escalation and management of IT risks inherent in the delivery of technology services.
Conduct internal IT governance using proven standards and procedures and ensure that the activities associated with information and technology are aligned with their overall business objectives.
Work collaboratively with different stakeholders and functions to identify and implement consistent and effective approaches to risk governance and control-based activities.
Act as a single point of contact for enterprise IT policy governance, enterprise IT strategy, enterprise IT risk and systems access control policies.

Skills

Expert practical working experience in commonly used IT governance frameworks including COBIT/TOGAF (V9 preferred)/AS8015-2005/ISO/IEC 38500:2008
IT capacity planning, demand management and an experience with IT delivery management through DM tools like JIRA, Azure DevOps are strongly desired.
Superior communication, facilitation and consensus-building skills.
Attention to details and an attitude to enforce strong meaningful governance controls in IT delivery are paramount.

Qualification

Bachelor's Degree in Computer Science, Information Technology or Electronic Engineering.
Certification in COBIT (preferably 2019)/ TOGAF /ITIL highly desirable.

Experience

At least 8 years of relevant IT experience in a medium to large size financial organization, leading a similar role.
